Town of Craftsbury Selectboard Minutes

The Selectboard met at the Craftsbury Town Hall on Thursday, July 10, 2006 at 7:30 PM. Selectboard present were Bruce Urie and Jim Jones. Bruce mentioned Effie Brown and Suzanne Houston wouldn't be able to attend. Michelle Warren (clerk), June Cook (Gazette) and S. David Stoner (Planning Commission) were also present. The previous minutes were inadvertently unavailable, thus not approved yet. Bruce welcomed the new clerk, Michelle Warren.

Mr. Stoner presented the Selectboard a list of recommendations and also a priority list from the Planning Commission, as requested by the Selectboard. They discussed the recommendation of forming individual committees to work on the following issues: energy, conservation, broadband, road and ancient roads and housing. Some of the committees, such as conservation, could be combined with organizations/groups that are already in place. The committees would periodically report back to the Selectboard, for accountability. Bruce and Mr. Stoner discussed involving the Gilman Trust in the housing committee. The five-year timeline recommended by the Planning Commission for the major sections of the town plan was also outlined. Mr. Stoner mentioned that NVDA had approved the Craftsbury Town Plan. The Selectboard had also received a letter dated July 5, 2006 from NVDA stating the Craftsbury town plan approval.

Mr. Stoner also discussed the planning grant application for the for the Wellness Center. Mr. Stoner had just completed a grant writing workshop with Vermont Community Development Program (VCDP), the organization that funds the grant. During the grant workshop, the pre-application/early warning notice was reviewed. At the workshop, they suggested focusing on finding out what to hire consultants specifically for and what the community would be interested in contributing (such as time and funds). Mr. Stoner mentioned there might also be a few sources of funding that can be used for this project, possibly the Selectboard may know of others as well. It was also suggested to obtain support letters from collaborative partners. The public hearing is scheduled July 20th at 7 PM, which would be valid for next six months. Out of six possible cycles, the first cycle's application deadline is July 26th and the second cycle's deadline is Sept. 12th. Since July 26th is so close to the public hearing, Mr. Stoner thought it might be more logical to apply for the second cycle application instead. It would allow time for getting support letters from the Selectboard, Sterling College, and Craftsbury Community Care Center, etc. Mr. Stoner said that VCDP felt that getting funding for this type of facilities wouldn't be easy. There are two directions to obtain this type of grant, either to support low/middle income people (job related) or for public service (serving low/middle income people). The three phases of the grant involves the following: feasibility (with a 15-20 mile radius market survey), operations/capital and competitive architecture. Mr. Stoner recommended that the Selectboard appoint a Wellness Committee Study to handle this project and report back to the Selectboard.

The Selectboard discussed a letter dated June 29 from Ms. Moccia regarding an incident with a Great Dane. The letter states that after the Great Dane chased her ducklings/fowl into her shed, it bit her arm and drew blood. Ms. Moccia then filed a dog complaint with Bruce Martin. The owner is currently residing in a rental unit from Pete Johnson. Bruce said that Paul Martin had given the dog owner a week to return copies of rabies vaccination papers to him, nothing has been returned yet however. Bruce said he will send a letter giving the owner one more week to comply, otherwise Paul will pick up the dog.

The Selectboard discussed a letter from Phyllis Harrington who wishes to be notified of changes to her landscape (shrubs, etc) due to Bonnie Strong's new house being build through Church Lane. The Selectboard thought it was public right-of-way and that the electric company would have more information.

The Selectboard discussed a fuel pre-buy letter from Fred's Plumbing and Heating. Bids are usually examined instead of pre-buys, thus the Selectboard will be looking into getting bids.

Bruce Urie and Jim Jones signed the Milfoil Grant. The Grant, led by administrator John Broadhead, will allow for up to $7917 in milfoil funding. The Milfoil Grant includes both Big Hosmer and Greensboro. Greensboro Selectboard will also be signing the grant.

The Stormwater Litigation Grant was initially approved by the State. Bruce said it is still being reviewed by the Federal Boats however and can't be used yet. Bruce should find out the final approval in the next 10 days. The grant would help in the corner near the LaMares.

Next meeting is scheduled Tuesday, August 1, 2006.
