Town of Craftsbury Selectboard Minutes

Agenda:
The Selectboard met at the Craftsbury Town Hall on Tuesday, April 15, 2008 at 7:40 PM. Selectboard present was Bruce Urie, Susan Houston and Jim Jones. Carol Plante, Linda Ramsdell and Michelle Warren (Clerk of Selectboard) were also present.
Jim made a motion to approve the April 1, 2008 Selectboard Minutes with one correction, Susan seconded. Dwight Denton will be added to list of companies to contact for bids on the Mitigation Grant on the April 1st Minutes. The Selectboard approved the April 1, 2008 Selectboard Minutes with the one correction.
Carol Plante —Justice Program:
Carol Plante, a representative from the Hardwick/Greensboro Justice Program spoke to the Selectboard about their regional correction program and the possibility of expanding it to areas such as Craftsbury. She discussed various services the program offers such as assisting eligible people that have committed low level crimes make restitution to the community, mediation, education events for the community and schools. The program can be tailored to fit the needs of each town she explained. In order to participate, community volunteers would be needed to run meetings, help with special events, etc. In-kind donations or contributed funds would also be necessary. For example, Greenboro has donated $1500 this year for the program. Bruce asked Ms. Plante to give the Selectboard a proposal. The Selectboard, in the meantime, will consider the program and what they would want the program to offer the town. Ms. Plante handed the Selectboard an outline of the program.
Linda Ramsdell Re: Stardust Water in Basement
Linda Ramsdell gave the Selectboard a letter explaining the excess basement water situation at Stardust. She wanted the Selectboard to be aware of the problem and asked for ideas to help alleviate the problem. Susan will check with George Hall and Rachel to see if they have ideas of location of pipes on the common since there is a chance nearby pipes are broken.
Letter from Angela Ross Re: Unclaimed Lands
Bruce explained that Angela does have the maps but needs authorization to go ahead and do the research on the parcels of land along with a budget. The cost depends on the difficulty of the search. Bruce made a motion to give authorization to Angela Ross to research the unclaimed parcels of land. All Selectboard approved the motion. They decided to start with Mr. Caron’s property, then Hood, followed by Apollo. The Selectboard would like Angela to keep them updated on the costs to keep it under budget.
Jim also made motion to proceed getting a clear title on the Town Blueberry Lot for the forestry parcel. All Selectboard agreed and approved the motion.
Surplus Property & Pick Up Truck
Bruce and one of the town crew picked up reasonable used legal file cabinets and storage cabinets. There also was a reasonable ¾ ton Chevy truck with only 33,000 miles for $1995, which would be handy for the town crew to use around town as needed, without having to use the big trucks Bruce noted. It would save on fuel overall. Bruce thought it was in good shape, just needed back tires by winter. The Selectboard agreed to consider obtaining it. Steve Marckres was going to go down to look at it first though.
Weight Permits:
There were no weight permits to approve.
Liquor Licenses:
There were no liquor licenses to approve.
Other Committee Reports
The Selectboard decided to ask Adrian Owens, Amelia Fritz, Gina Campoli, Mark Dunbar, Sam Russell, Dave Brown, Eli Alexander, Harry Miller and Stark Biddell to be serve on the Energy Committee. Susan will have Effie send them a letter this week so they can meet at the beginning of the next Selectboard meeting on May 6th to discuss the Energy committee’s goals and objectives.
Although Steve Marckres was not present, Bruce said the grader had broken down last week. The crew worked on it late Friday however and already have it running again.
Clerk’s Report:
Yvette was unable to attend due to illness.
Other Business:
The Selectboard Meeting adjourned at 10 PM. The next meeting is scheduled Tuesday, May 6, 2008 at 7:30 PM at the Craftsbury Town Hall.
