ANNUAL MEETING MINUTES

MARCH 6, 2007

 

The legal voters of the Craftsbury Town School District are hereby notified and warned to meet at the Craftsbury Academy Gymnasium on Tuesday, the 6th day of March A.D., 2007 at 1:00P.M. to act on the following Articles:

Moderator, Anne Wilson called the meeting to order at 1:00 P.M. Anne suggested that if there was no objection the School meeting recess and reconvene to the Town meeting to complete business. Recessed at 1:00 P.M. The School meeting reconvened at 1:10 P.M. Anne suggested that if there was no objection, she would dispense with the reading of the warning. No objection.

Article 1. To see what sum the Town School District sill vote for School purposes for the ensuing year and vote how and when necessary tax liability shall be paid.

Julie Marckres moved that the voters adopt a budget of $2,841,854.00 to be paid in conjunction with the Town taxes. Seconded. Discussion followed as to the homestead figure had reduced from $.95 to $.89 as reported in the report(Pg. 65), and there were new handouts for people. Julie explained how the homestead rate is calculated by the State. Questions were asked as to numbers of students, special education cost, class sizes, professional services, and whether the Home Ec Escrow money had been figured in the budget and whether this would leave any other for emergency funds. The School has 183 students K-12 and about 60 students in the High School thou the report numbers are about 32. There are 5 students going to vocational school and 3 that have choice of school to go to. The classes will be rescheduled to make larger classes, special educational needs are costly and the State reimbursement is not at 100%. The Home Ec Escrow money if voted would leave no other money for emergency funds. The % of new houses with children is about 40 with about 12 new houses being built this according to Lister, William Ryan. Marcel Masse moved Article 1. Seconded. Carried. Ballots cast: 185 Needed: 93 Yes: 131 No: 54

Article 1 Passed.

Anne asked that if there was no objections a recess be called, so Mr. Morley and Mr. Rodgers could speak as to what was happening in Legislature. There were no objections. Mr. Morley and Mr. Rodgers spoke as to what was happening in Legislature and answered questions from the voters. They were given a great applause for taking the time to stop in.

Recess adjourned.

Article 2. To see if the Town School District will authorize and empower the School Directors to draw temporary loan orders for the purpose of borrowing money on the credit of the Town School District to meet expenditures of its departments in anticipation of State-Aid and taxes.

Julie moved the article. Seconded. Voted and carried.

Article 3. To elect a School Director for a term of three years.

Princess Maclean nominated John Zaber. There were no other nominations. Randy Martin made a motion that nominations cease and the Clerk cast one ballot. Seconded. Carried. The Clerk cast one ballot for John Zaber for School Director for a term of three years.

Article 4. To elect a School Director for a term of two years.

Rita Davis nominated Harry Miller. There were no other nominations. Bruce Martin made a motion that nominations cease and the Clerk cast one ballot. Seconded. Carried. The Clerk cast one ballot for Harry Miller for School Director for a term or two years.

Article 5. To see if the Town School District will authorize the School Directors to use the balance of the Home Ec House Escrow Account to reduce the amount needed to be raised in taxes for the FY2008 budget.

Julie Marckres moved the provisions of the Article. Seconded. Voted and carried.

Article 6. To transact any other business that may legally come before the meeting.

Harry Miller spoke as to hosting a student from China and if any other family is interested please contact him. Linda Prescott would like to recommend that next year something be done about the speaker system so that everyone could hear better. Moderator Anne Wilson Thanked everyone for being courteous and respectful. It makes her job so much easier.

Warren Williams made a motion to adjourn the meeting. Seconded. Voted and carried.

The meeting was adjourned at 2:30 P.M.
