Town of Craftsbury Selectboard Minutes

Agenda:
The Selectboard met at the Craftsbury Town Hall on Tuesday, September 18, 2007 at 7:30 PM. Selectboard present was Bruce Urie, Jim Jones and Susan Houston. Steve Marckres (Road Commissioner) and Michelle Warren (Clerk of Selectboard) were also present.
Approve Minutes of Last Meeting:
The Selectboard approved the Sept. 4, 2007 Selectboard Minutes as printed.
Fire Department Loan:
The Selectboard signed the loan for the Fire Department truck. Mr. Urie noted that some of the members of the Fire Department will be driving to Ticonderoga, New York, to pick the truck up and get some training for it.
CT Lawn Care Academy Lane:
The Selectboard reviewed a bill from CT Lawn Care Service to fix Phyllis Harrington’s lawn when Hardwick Electric dug it up for Bonnie Strong’s new house. After the Selectboard discussed it, Mr. Urie said he would send a copy of the bill to Ms. Strong asking for payment.
Mellett Gravel Pit Update:
Mr. Marckres said all 11,600 yards are crushed now.
Update of Dog Complaint:
Mr. Urie said Ms. Brown had contacted the dog owner and that she is trying to keep the dog quieter.
Road Foreman Report:
They plan to finish up the ditching soon. The graveling on the Creek Road (from Rudy Chase’s to the town line) is almost done. Mr. Marckres hasn’t heard back from Pike about doing the shoulders on Wild Branch Road. Mr. Urie asked Mr. Marckres to look at Wylie Hill Road because someone had mentioned it was washed out in sections.
Mr. Marckres said that Beattie locked into the same price next year as this year.
Clerk’s Report:
Although Ms. Brown was absent, Mr. Urie said that she received the election grant for $3765 which included a new laptop. Mr. Urie said he will stop in and work with Ms. Brown to help sort out the grants.
Fuel Bids Date for Renewal:
Only 1 fuel bid was received. Mr. Jones will contact other fuel companies, such as Bourne’s and Fred’s, to get more of a selection.
Mitigation Grants TH-3:
Mr. Urie sent in the Mitigation Grant for fixing the other side at the bottom of Denton Hill Road.
FEMA Update:
Mr. Marckres finished filling out his part of the FEMA paperwork for approximately $67,000 in reimbursement for the June flood damages. The Town will get 75% of that. The State plans to give another 12-½ % later. Some of the repairs for the storm damages have been completed, others will have to get finished next year Mr. Marckres noted.
Other Business:
Mr. Urie will work on getting a photo in the newspaper of the work done at the bottom of Denton Hill Road to give credit to the Better Back Roads Grant.
Mr. Urie mentioned an upcoming seminar for municipalities from Vt. League of Cities & Towns.
No judgement yet on Young Bridge Mr. Urie said.
Ms. Warren gave Mr. Urie a copy of a draft of the recent Website Committee meeting. She noted that the Committee has been unable to vote due to lack of a quorum. Ms. Warren showed the Selectboard a sample letter that the Committee suggested they send out giving members a chance to resign if they wish. The Selectboard approved the letter and asked Ms. Warren to send it out. Ms. Warren will send the Selectboard a copy of the disclaimer that the Committee made for the town website.
Mr. Urie noted that the Broadband Committee would be meeting Wednesday with Greg Noble from GAW and Charlie Cremer from the State to discuss the broadband situation in town.
Ms. Houston said that Jennifer Linck is applying for organic status and needs to know if herbicide had ever been sprayed on the roadway near her property. Mr. Marckres said for the 21 years he has worked here, there has never been herbicide sprayed/used by the Town. The Selectboard asked for her to draft a letter of what she would like written, the Selectboard would review it and then decide to sign it.
Ms. Houston said another person is needed to be on the Conservation Commission to help with all the work that needs to be done. The Conservation Commission is considering having a staff of Craftsbury Schools to be on the Commission and has asked Rob Libby for suggestions. Mr. Urie & Mr. Jones asked that the Commission get back to them with their findings.
The Selectboard discussion adjourned at 9:15 PM. Next meeting is scheduled Tuesday, October 2, 2007.
