Town of Craftsbury Selectboard Minutes

Agenda:
The Selectboard met at the Craftsbury Town Hall on Tuesday, August 7, 2007 at 7:30 PM. Selectboard present was Bruce Urie. Michelle Warren (Clerk of Selectboard), Steve Marckres (Road Foreman), Donly Goodridge, George Mendonca, Carol Mendonca, Lawrence Griggs, Phil Edgerton, and Eddie Williams were also present.
Mr. Urie said that since one of the Selectboard members is sick and the other one is out of town, no decisions could be made tonight. He noted that they could have a discussion tonight but to have a meeting, 2 Selectboard members needed to be present.
Mr. Griggs said that they are interested in what’s going to happen on their road. Mr. Urie asked Mr. Goodridge to fill them in. Mr. Goodridge said that he is considering putting a campground on his land. He confirmed that he would like to access it on the road past the Griggs’ house.
Mr. Urie said he had spoken to Wayne Mutrux tonight who has found where the road past Griggs is a legally laid out class 4 road. He believes it was a 3-rod road when it was laid out.
Copies were made for the Selectboard of deed information belonging to Mr. Griggs and also a petition signed against the proposed campground.
Ms. Mendonca asked why Mr. Goodridge didn’t go around the other way and he said that he was tired of putting money in the road all alone.
Mr. Urie stated that the Town’s policy is that if some one brings a class 4 road up to class 3 standards, they can then ask the Town to take the road over and maintain it.
Mr. Urie noted that Mr. Mutrux has researched and plotted from the first deed books through 1888, which should already include the deed information that Mr. Griggs brought in.
Mr. Urie said that the road past Steve Marckres’ house was never an officially laid out road. It was put up for the purpose of logging. Since it was in use so long, it’s doubtful that it could be throw up if there was any objection.
Mr. Urie said that Mr. Mutrux would tell Ms. Ross, the Town’s attorney, what he has found regarding the class 4 status of the road. Ms. Ross still needs to do some research on the matter and then will draft a letter for the Selectboard to be sent out to Mr. Goodridge. Mr. Urie said that as far as the campground goes, it is between Act 250 and Mr. Goodridge. The only part that the town would play in the campground would be the road status. The Selectboard have no say regarding the campground decision, that’s taken care of by the Act 250 Board.
Mr. Urie said he thought Mr. Goodridge’s issue was that he solely maintains the road since he has the equipment, yet many people benefit from his maintenance of the road without offering help/reimbursement.
Mr. Urie said he would notify the people on the petition when the Selectboard get a letter drafted from their attorney regarding the status of the road.
Mr. Griggs noted that he is not upset about the campground, just the road to it going right by his house.
Mr. Edgerton discussed an alleged flood plan violation that recently occurred. Mr. Urie suggested that the Planning Commission meet to discuss possible recourse and then bring the Selectboard their recommendations, if possible by the next Selectboard Meeting.
The Selectboard discussion adjourned at 8:30 PM. Next meeting is scheduled Tuesday, August 21, 2007.
