Agenda:

The Selectboard met at the Craftsbury Town Hall on Tuesday, May 15, 2007 at 7:30 PM. Selectboard present were Bruce Urie, Jim Jones and Susan Houston. Yvette Brown (Town Clerk), Michelle Warren (Clerk of Selectboard), Steve Marckres (Road Foreman) and Bob Feinberg were also present.

Approve Minutes of Last Meeting:

Mr. Jones made a motion to approve the May 1, 2007 Selectboard Minutes as printed, Mr. Urie seconded. The May 1, 2007 Selectboard Minutes were approved.

Mellett – Gravel Pit Update:

Mr. Urie said that the contract cost was more than what was planned for the permitting of the gravel pit. He spoke to an engineer today who said that they would still develop the erosion control plan but the Town could cut the $18,000 cost in half if it agreed to take over filling out the form/template part of the permit. Mr Urie estimated that it would take him part of a day to complete the form. Mr. Urie mentioned that Wayne Mutrux is in the process of surveying to get the 2-foot contours that's needed.

Fence on Calderwood Hill Road:

Mr. Urie went over and talked to the fence owners who had just taken down the fence poles on Calderwood Hill Road. The fence owners moved the fence in toward the tree, as requested. Mr. Marckres will be putting in a post and squaring the corner up.

Stantec Slope Repairs Agreement:

Mr. Urie will sign the Stantec Slope Repairs agreement, which had already been paid by the previous grant. They are now waiting to get this year's Litigation Grant that will pay for the work to get done.

 

 

Peggy Sapphire/Bob Feinberg – Noise Ordinance:

Mr. Feinberg explained that they are having problems with a neighbor that lives up on Morey Hill Road. He said that Dean Doty moved in next door about 4 years ago and built a dirt bike oval trek about 200 feet from their house. Mr. Feinberg said he's been annoyed with the sound and wants to know how to initiate an action for a noise ordinance. Mr. Urie said that although he hasn't had a chance to double check the statues, he thought that generally there would need to be a series of hearing held 45-60 days apart. Mr. Urie explained that the Selectboard would need to hear evidence from enough people in Town that would be in favor an ordinance. Ms. Brown suggested that one way to initiate an ordinance is to start a petition, which would require 5% of the checklist.

Blacktop Prices:

Mr. Marckres said that the blacktop prices have increased from $58/ton last year to $65/ ton now. Although the original plan was to pave with a 3" thickness from the cemetery, they will have to fill in the thicker pavement only over spots needing it. To do the whole stretch, it will now probably cost $120,000 and only $105,000 is budgeted Mr. Marckres explained . He said they will go as far as they can go with the $100,000 of pavement and then the other $5000 will be shoulder work. The remainder of the paving will be done next year. Mr. Marckres said he plans to have the blacktop contract in about a week and will bring it to the next Selectboard meeting.

Robert Blow Letter:

Angela Ross, the Town of Craftsbury’s attorney, has sent a letter to Mr. Blow explaining that the Town is not liable for the bill because the property was conveyed from the Town to Mr. Blow by a Quit Claim Deed. The Selectboard will follow her advice and not pay the bill.

 

Road Foreman Report:

Steve Marckres said roads have been dusty. They start sanding on Monday, which will take a couple weeks. Right now they have been stripping the shoulders in Mill Village.

The Town Hall septic system, including a 1000 gallon tank and leach field, has been completed by Gilbert Goodrich. Since the new septic system is located in back of the Town Hall, parking won't be permitted there. The Septic map will be recorded in the Town Hall. Mr. Marckres suggested the propane tanks be moved closer to the front with a cement pad.

Mr. Marckres reminded Ms. Brown to get the furnaces serviced soon in the basement of the Town Hall.

Mr. Marckres wanted to make sure that the VTtrans funds would be here before starting the paving work.

Clerk's Report:

Ms. Brown is still reviewing copiers, waiting on Symquest quote. Ms. Brown noted that the old records and chairs should get taken out from the Town Hall basement due to mold, etc. and the Selectboard agreed.

Ms. Brown is concerned that the listers’ computer has a failing motherboard and may break down before the listers finish their work. She will try and get the license number from the State for the State’s listing program so that they can use the laptop if needed. If she can't get the license number, another computer may need to be purchased this year so the listers can finish their job.

Ms. Brown mentioned that she would like to get another used safe and also used commercial shelving to help stack/organize the records in the future.

Atwood Bridge Update:

Mr. Urie said there was no news yet on the Atwood Bridge.

Other Business:

Lake Eligo Assoc. will be having a meeting at the Town Hall on May 20, 2007 starting at 10 AM.

Mr. Urie had a call from a landowner on Lake Road that was unhappy that the Town was putting in a gravel pit nearby. Mr. Urie said that he explained that since a 250 permit was not needed, it wasn’t necessary to notify nearby properties.

Mr. Urie said that if the Fire Department received the FEMA grant, it would cover most of the cost of a temperature/fire sensor at the Fire Station. He suggested that the Town should consider installing a similar sensor system at the Town Garage and/or Town Hall to protect the equipment and town records as well.

No news still on the Young Bridge Mr. Urie said.

The Selectboard Meeting adjourned at 8:45 PM. Next meeting is scheduled Tuesday,

June 5, 2007. Ms. Brown will contact members of the Conservation Commission to have their first organizational meeting at 7 PM at the beginning of the June 5th Selectboard Meeting. After meeting with the Selectboard, they can gather at a table to discuss their priorities further.
