Town of Craftsbury Selectboard Minutes

Agenda:
The Selectboard met at the Craftsbury Town Hall on Tuesday, March 13, 2007 at 7:30 PM. Selectboard present were Bruce Urie and Jim Jones. Yvette Brown (Town Clerk), Michelle Warren (Clerk of Selectboard) and Steve Marckres were also present.
Approve Minutes of Town Meeting & School Meeting:
Mr. Urie and Mr. Jones signed both the Town Meeting and School Meeting official minutes for approval.
Approve Minutes of Last Meeting:
Mr. Urie and Mr. Jones approved the February 27, 2007 Selectboard Minutes as printed.
Structures & Class 2 Roadway Programs:
Mr. Urie said that the secretary still hasn’t received a calendar from Scott or Dale yet, but will contact him as soon as she gets their schedules.
Weight Permits to Sign:
Mr. Urie signed weight permits for Grimes and also Gould Well Drilling. Mr. Jones signed weight permits for Cardinal Logistics Management co. and also Barett Trucking Co., Inc. Both Mr. Jones and Mr. Urie noted on the permits to check with Road Foreman Steve Marckres if roads were muddy.
Liquor License:
The Selectboard signed a liquor license renewal application for Craftsbury Country Store.
Parking on East Side of Common:
Ms. Brown explained that the School had called her with concerns about people parking on both sides of the road on the East side of the Common. Due to safety concerns regarding the restrictions of emergency vehicles, Mr. Urie suggested putting up no parking signs on the Funeral Home side of the road and 2 hour parking signs on the other side of the road. Mr. Jones agreed and Mr. Marckres said that he would put up the signs. The Selectboard agreed that the small parking area across from the Funeral Home is still open to the public, however, on a first-come basis. Mr. Urie suggested that the parking restrictions be added to the school announcements.
The Selectboard appointed the following 2007 Town positions and sent announcement letters:
The Selectboard signed the Town Service Officer form.
Conservation Commission:
The Selectboard appointed the following people to the Craftsbury Conservation Commission: Ken Menard, Diane Morgan, Randi Calderwood, Steve Wright, Ann Ingersol, David Linck, Farley Brown, Ernie Menard, Jim Carrien, Tom Gilbert and Jay Wright. Mr. Urie said that Ms. Brown can pick from a hat to decide on the their term information (1-3 years) and then send out the appointment letters. The remaining list of people interested in being on this committee that Farley Brown gave to Ms. Brown (Peggy Sapphire, Jeff Bickart, Sue Herring, John Brodhead and Nancy Moran) will be given to the Conservation Commission to use for possible sub committees.
Ancient Roads Committee:
The Selectboard appointed the following people to the Ancient Roads Committee: Ed Williams, David Link, Jim Moffatt, Wayne Mutrux, Robert Anderson, Lawrence Griggs, Henry Young, Ross Morgan, Morris Rowell, Fielda Calderwood, Willie Ryan, Everett Demeritt, Joe Young, Bob Alexander and Bruce Marckres. Ms. Brown will send out their announcement letters.
Mr. Urie mentioned that the Selectboard will need to get together with the appointed groups. He also noted that Doug Martin from NVDA has been helping towns get committees started and is willing to talk to the Craftsbury committees/commissions as well.
Hazard Waste Form:
The Selectboard worked on the Hazard Waste form. Mr. Urie will finish up the Hazard Waste form.
Mellett-Gravel Pit Update:
Mr. Urie said that before the engineer determines what it will cost to do the Multi-Sector General Permit, the Town first needs to fill out a risk form. The Selectboard filled out the majority of the form. Mr. Urie will double check on a few of the questions with the engineer and Kristen from Act 250 and then finish up the form in the next few days.
Road Foreman Report:
Mr. Marckres had reported that everything is running good and that they are now in mud season. Mr. Marckres mentioned that the Town Garage Bridge needs planks put down when weather permits. Mr. Marckres is waiting until the planks are fixed before large town vehicles pass over the bridge.
Clerk's Report:
Ms. Brown will be reviewing copier prices and options. Ms. Brown asked the Selectboard to consider scheduling a Town audit, possibly periodically. She explained that it is based on a percentage of the budget and that the Town could ask for competitive bids. The Selectboard discussed putting an audit in the budget and getting bids.
Town Warnings:
Article 1: Mr. Urie said that Mark had quoted $350,000 to repair the Atwood Bridge. Mr. Urie will get written bridge funding commitments from Mike Hedges (for $100,000) and Dale Perron (for $100,000-$125,000). He will also get a written quote from Mark for the bridge costs. The Selectboard agreed that $125,000-$150,000 would be needed from the Town to repair the bridge. Mr. Urie wrote an article asking the Town to vote to appropriate the sum of $150,000 and interest to be paid over a 5 year period for the purpose of rebuilding Bridge #4 (Atwood Bridge) on TH #4 (Creek Road).
Article 2: Mr. Urie wrote an article asking the Town to authorize the expenditure of $150,000 and interest to be paid over a period of 5 years for the purchase of a used fire truck.
Ms. Brown will type up both articles and ask Ms. Wilson to review. Once Ms. Wilson reviews the articles and the commitments are in writing, the Selectboard will stop in the Town Hall to sign the articles.
The Town Warning is tentatively scheduled 7 PM Wednesday, April 25, 2007 at Craftsbury Academy. Ms. Brown will verify the date with Craftsbury Schools.
Other Business:
The Selectboard Meeting adjourned at 9:30 PM. The next Selectboard meeting is scheduled 7:30 PM on Tuesday, April 3, 2007 at the Craftsbury Town Hall.
