Town of Craftsbury Selectboard Minutes

Agenda:

The Selectboard met at the Craftsbury Town Hall on Tuesday, November 13, 2007 at

7:30 PM. Selectboard present was Bruce Urie and Jim Jones. Yvette Brown, June Cook (Hardwick Gazette) and Michelle Warren (Clerk of Selectboard) were also present.

Approve Minutes of Last Meeting

Jim made a motion to approve the October 23, 2007 Selectboard Minutes with one correction (change Dave Lussier to Greg Lussier), Bruce seconded.

The October 23, 2007 Selectboard Minutes stand approved with correction.

Salt Shed Bids:

Bruce will work on putting together bid notices for the salt shed.

Bernard Reindeau:

Yvette showed the Selectboard a letter written by Rebecca Pfieffer from the Agency of Natural Resources, stating that Mr. Reindeau has met all the state criteria. A copy was also sent to Phil Edgerton. The Selectboard asked that the Planning Commission meet to review the situation and then bring their recommendation back to the Selectboard. Yvette said there might be a new flood plain application from Pete’s Greens for a new shed. The Selectboard were uncertain whether the flood plain ordinance applies only to residential property.

Dog Complaint:

Yvette said Jean Haigh called her recently at the Town Clerk’s Office, scared but not bitten by 2 big dogs. Yvette had asked her to fill out a complaint. Bruce will check the details with Ms. Haigh and send an appropriate dog letter to the dog owner Shirley Cononni, and also requesting verification of rabies vaccination.

DuBois & King, Inc. Grant & Proposal:

Yvette showed the Selectboard a pamphlet from DuBois & King, Inc. Offering a grant chance to take $10,000 off their bill, if chosen.

The Selectboard said they were not convinced that it would benefit the town to spend the proposed $4800 from DuBois and King, Inc. On the Reindeau property. DuBois & King haven’t gotten back to the Selectboard regarding the previous studies done already. Bruce asked Yvette to let Phil know that the Selectboard decided not to proceed with the proposal.

Appropriations:

Michelle read from the October 23, 2007 Selectboard Minutes that new appropriation need to be stand alone their first year to get approval. The Selectboard discussed the appropriations and decided to keep it that way.

Road Foreman Report:

Although Steve was not present, Bruce said that he had spoken earlier to him and the town crew is concentrating on Mill Village now. They have added a guardrail at the corner of Calderwoood Hill Road so people can’t cut in so close. The shoulders and guardrails have been completed on Wild Branch Road. They also plan to take the rest of the gravel out into Collinsville. Bruce said that the town crew has done their first sanding this morning. Yvette told Bruce that she had clipped the picture from the Chronicle for the work done at the corner of Denton Hill Road.

Clerk’s Report:

Yvette said a Board of Abatement meeting needs to be made for fires at the Calderwood & Paquette properties. The Selectboard decided to have them meet at 7 PM, just prior to the next Selectboard Meeting November 27, 2007.

Yvette said tax money is still coming in, deadline is November 15th. She mentioned that they would have elections for Town meeting this year.

Other Business:

David Reed sent the Selectboard a letter of resignation as Cemetery Commissioner. As requested by Bruce, Michelle will send out a letter thanking him for his years of service. After discussing fill-in options until Town Meeting Day, Yvette will ask Ellen Dignon if she is interested in filling in.

The Selectboard reviewed an insurance vision plan available through VLCT that’s starting in January. Details regarding price will be sent later.

Bruce mentioned that a representative from Craftsbury needs to attend a Dec. 4th meeting in Montpelier, if the town plans to apply for any grants in 2008. Bruce said that Dave Stoner won’t be able to attend, but that he may be able to attend.

The Vermont Emergency Management has a $10,000 grant available for standby generators. The Selectboard are considering applying for it for the Town Hall, since it’s an emergency shelter for the Elementary School.

Michelle gave the Selectboard an update on the Town Website Committee. The Craftsbury logo has been added to the home page, a quick link has been added to find town pages easier and a form response will be added to some of the web pages to use instead of requesting visitors respond via email. The Website Committee is also considering adding a Craftsbury Classified section listing items for sale, property for rent, etc. There would be stipulations such as only one entry per person per time, only residents of Craftsbury can place ads, limited ad size, limited number of weeks ad will appear, and Michelle will review ads to make sure appropriate. There is concern within the Website Committee regarding extra time needed to maintain this page so if it is done, it will be done as a trial basis first. She added that it would be a great way to bring more people to the town website.

Yvette said that Scott Keiser from the District has talked to Steve regarding the bridge near William’s Tree Farm. She said that Steve has gotten approval from Scott to temporarily fix it for the winter. Bruce will check with Steve for more details.

Bruce said that Royce Conley is working with the State of Transportation Agency and will get back to Bruce in the next few weeks regarding the cost to repair Atwood Bridge. Bruce will be dropping off the Stantec plans to Mr. Conley. Mr. Coty has already offered their bridge plan at approximately. $350,000. Ms. Cook noted that Mr. Conley did a great job in Greensboro and even under budget. Once the 2 choices are received, then the Selectboard will bring them to Dale Perron, from the State, and ask if they will still give money toward the bridge.

The Selectboard Meeting adjourned at 9 PM. Next meeting is scheduled Tuesday,

November 27, 2007.
